1. From now on, Tribe suspends the participation of tribe members
2. During the period of the adjustment, old tribe member can't join tribe again after expiration temporarily
3. During the period of the adjustment, the tribe sheik can't renew their term of office
4. During the period of the adjustment, users can't run for new tribe sheik
